Kerala Chief Minister Pinarayi Vijayan Denounces CAA Implementation as Unconstitutional

Kerala Chief Minister Pinarayi Vijayan made a strong statement on Thursday, firmly asserting that the Citizenship Amendment Act (CAA) will not be implemented in the state. Labeling the act as "unconstitutional" and a violation of human rights, Vijayan criticized Congress leader Rahul Gandhi and the Congress party for their apparent silence on the issue.

During a press conference, Vijayan expressed his concerns about the hurried notification of CAA rules, questioning why they were being implemented over four years after the legislation was passed by Parliament. He accused the CAA of legitimizing religious discrimination and criticized the Congress party for not standing united against it.

Vijayan highlighted the lack of response from Congress leaders, except for a statement from Jairam Ramesh, the Congress' general secretary in charge of communications. He noted that neither Congress nor its national president Mallikarjun Kharge had commented on the notification of CAA implementation.

Despite the absence of support from Congress, Vijayan affirmed that the Kerala government would not back down or remain silent on the matter. However, Union Home Minister Amit Shah countered Vijayan's stance, asserting that states do not have the authority to refuse the implementation of CAA. He emphasized that according to the Constitution, the power to make laws regarding citizenship lies solely with Parliament.

Shah defended CAA, stating that it does not violate any constitutional provisions and is a fully legitimate law brought by the BJP government led by Prime Minister Narendra Modi. The controversial CAA grants citizenship to undocumented migrants from Pakistan, Bangladesh, and Afghanistan of all religions except Muslims, who entered India before December 31, 2014.

The clash of views between the Kerala Chief Minister and the Union Home Minister underscores the ongoing debate and controversy surrounding the implementation of CAA, highlighting the complex legal and political landscape surrounding citizenship issues in India.
